Detailed Description

     MVASteering.py
     Author: Evan K. Friis, UC Davis (friis@physics.ucdavis.edu)

     Define the MVA configurations (ie TaNC) to be used in training/testing
             - which neural net 
             - which algorithms (shrinkingConePFTauDecayModeProducer, etc)
     Define locations of train/test ROOT files
