Detailed Description

CSCSegmentBuilder Algorithm to build ME0Segment's from ME0RecHit collection by implementing a 'build' function required by ME0SegmentProducer.

Implementation notes:
Configured via the Producer's ParameterSet.
Presume this might become an abstract base class one day.
