                                                             :

(A) The behavior of a given selection path must be well-defined and easy to
    clearly describe, given various combinations of Pass, Fail, Ready, and
    Exception states on the relevant triggers.

(B) All situations not involving Exception or Ready bits must give identical
    results to the pre-enhancement version of EventSelector.
    
(C) It must be straightforward to express at least the following potentially
    desirable criteria:
    
    1) A stream of all events which had Exceptions on a trigger or some set of
       triggers.
       
    2) A stream of all events which had NO Exceptions on some specific 
       trigger.
       
    3) A stream of all events which had no Exceptions on any trigger.
    
    4) A stream of events which had either Pass or Exception on some trigger.
       (This is what you would currently get by just specifying that trigger.) 
    
(D) We do not wish to stray from the simplifying principle of not supporting
    AND's of different criteria.
    
Proposal 1 will obey these, but would leave certain combinations of criteria
awkward.  For example, if I wanted to create a stream of all events containing
an exception in HLTx1 or CALIBy2 triggers, that would be difficult.

(The documentation says that AND's are not provided because you can do this by
suitable trigger path definitions.  This is, to the best of my knowledge, not
the case if the distinction is by whether an Exception state is present.)

Proposal 2 would give additional flexibility but will not meet the simplicity
requirement (D).   

The syntax I choose for each proposal is perhaps not the most concise, but has
the virture of reducing or eliminating the potential for conflicts with
currently valid criteria.

Add to the syntax the ability to preface a trigger specification with the
string "exception:", as in these examples:

  "exception:HLTx1" -- select if the HLTx1 trigger bit is Exception
  "exception:*"     -- select if ANY trigger bit is Exception
  "exception:HLT*"  -- select if any bit starting with HLT is Exception
  "exception:!HLTx1"-- select if the HLTx1 trigger bit is not Exception
  "exception:!*"    -- select if NO bits are Exception
  "exception:!HLT*" -- select if no bit starting with HLT is Exception
